Following the 1968 Transport Act when legislation decreed that all HGV drivers will be licensed a surge of training organisations were formed mostly under the auspices of the RTITB. Training courses were delivered by the RTITB and success on this programme resulted in a recognised, accredited trainer.
Since the demise of the statutory training boards and the introduction of the DSA Voluntary Instructor Qualification, there appears to be few if any dedicated organisations involved in the support and development of the LGV Instructor.
The recurring comment at the conclusion of training courses aimed at Instructors and in particular re-registration programmes was "but who supports the instructor?"
The Professional Association of LGV Assessors and Trainers (PALAT) was formed in October 2003 out of the wish within the Training Industry to address this.
Some of the key objectives of PALAT were formally agreed, by the 35 registered LGV Instructors who attended the first meeting, to be;
Networking:
Bringing together various sectors the Transport and Distribution industries within the Training Industry.
Communication:
To ensure training organisations raise the awareness within the industry within the industry of upcoming legislative changes and Government initiatives and funding. The PALAT membership to keep trainers aware of changes in training needs in order that bespoke courses may be created when required.
Future Technology:
In order o keep the association at the leading edge of industry issues meetings should include an update on truck technology, telematics etc.
Lobbying:
To create a voice that would be consulted at the point where legislation or projects are being formulated. Including trade associations such as RHA, FTA and the trade press, with releases being out forward on a regular basis.
